Capital Township is one of the largest townships in the
state of Illinois. Within the past four years, your Trustees of
the Capital Township Board have decreased our property tax rate by
14.6%. This has been accomplished while serving over 16,000
people in need of
services including rent, utilities, and food, as well as disaster
relief aid.
On April 7th, vote for
low taxes - Vote for your Capital Township Board.

Candice Trees has been
serving as your Capital Township Trustee since being appointed to this
office in 2003, and winning election in 2005. Before her current
position, Candice served for six years as Sangamon County Circuit
Clerk, the first time in history that an African-American woman had
been elected to this countywide office, anywhere in the state of
Illinois. Before this historic election, she also held the
elected office of City Clerk, here in the state capital.
In addition to her years of service to
our communities in elected office, Candice has served as the Executive
Director of the Illinois Association of
Minorities in Government, and was a member of the Illinois
Commission commemorating the 50th Anniversary of the Brown v. Board of Education
desegregation ruling, and was also an elected Delegate to the 2004
Republican National Convention, in New York City. In addition,
Mrs. Trees helped set up the "Township Officials Scholarship" for
students at the University of IL at Springfield (UIS), and currently
serves on the Board of the Springfield Parks
Foundation. She has been married to her husband John for over
thirty years, and they are blessed with three children and two
grandchildren.

Phil Chiles
was born and raised in Capital Township and has longstanding roots in
the City of Springfield. His great-grandfather was called the “father
of Lake Springfield” of and served as Water Commissioner for 32 years.
Phil has been a realtor
for 10 years, and has helped many families and single people find the
homes of their dreams. He has spent his entire professional life
serving the community, and plans to bring his experience in
negotiation, management, and real estate knowledge to the Capital
Township Board.
Phil has been married to his wife Peggy
for 40 years, with whom he has raised three children; the Chiles' have
seven grandchildren. Phil is a President Emeritus of the Capital Area Association of Realtors,
a Commissioner on the Sangamon
County Historic Preservation Commission, a member of Downtown Springfield, Inc.,
and a member of the Greater Springfield
Chamber of Commerce.
An elder at his church, Phil is also a board member of Contact Ministries, and he
has additionally been involved in building more than a dozen Habitat for Humanity Homes -
including with two trips leading crews of Illinois’ Realtors in rebuilding areas in
Mobile, Alabama and coastal Mississippi that had been devastated by
Hurricane Katrina.
